Selling a home in Howard County

If you own in Columbia, Ellicott City, Elkridge, Fulton or elsewhere in Howard County, the first questions are usually the same: what will the house sell for, what should I fix, and what will I keep after costs. This page covers the Howard County parts of those answers. Freddy Makinde is a licensed Maryland REALTOR with eXp Realty and is based in Fulton.

Closing Costs

What you will pay at closing in Howard County

Three taxes apply when a deed is recorded. Rates below come from the sources listed at the end of this page.

TaxRateSource
Howard County transfer tax1.25% of the price (effective July 1, 2020)Howard County Department of Finance
Howard County recordation tax$2.50 per $500 of price, rounded up to the next $500Howard County Department of Finance
Maryland state transfer tax0.5%, or 0.25% for a first-time Maryland homebuyerDepartment of Legislative Services, 2026

On a $600,000 sale, those rates work out to $7,500 in county transfer tax, $3,000 in recordation tax, and $3,000 in state transfer tax before any split between buyer and seller. That's arithmetic on the published rates, not a market price. Maryland law presumes the buyer and seller split these taxes equally unless the contract says otherwise, with different rules for a first-time Maryland homebuyer (Real Property § 14-104). Your title company confirms the final figures. Commission, any repair credits, a mortgage payoff, and prorated property taxes come on top. The Maryland seller closing-cost guide compares counties and has an estimator.

Pricing

Pricing a Howard County home

Prices change a lot across short distances here. A townhouse in Columbia and a detached house on a larger lot in western Howard County are different markets, even a few miles apart. Freddy prices from recent sales of homes that match yours on location, type, size and condition, and shows you those sales in writing before you choose a list price.

As of the three months ending August 2026, Howard County's median sale price was $637,865, down 0.33% year over year, with a median of 30 days on market (Redfin). Days on market crept up compared with a year earlier, a sign the market has cooled slightly from its more competitive stretch, though sellers who price accurately are still landing close to asking: the county's sale-to-list ratio sits at 100.6%.

Preparation

Getting ready to list

  • Order your own pre-listing review of the house so repair questions don't show up first in the buyer's inspection.
  • Pull your property record from Maryland SDAT (the state assessment office) to check square footage and lot details before they show up in the listing.
  • If you're in a homeowners association, request the resale documents early. Buyers review them before settlement.
  • Fill out the Maryland Residential Property Disclosure and Disclaimer Statement with your agent.
The County

Columbia, Ellicott City and planned communities

Howard County has no incorporated towns or cities, so Columbia, Ellicott City, Elkridge, Fulton and Jessup have no town government. Ellicott City is the county seat. Columbia began in 1967 as a planned community and has 10 villages: Dorsey's Search, Harper's Choice, Hickory Ridge, Kings Contrivance, Long Reach, Oakland Mills, Owen Brown, River Hill, Town Center and Wilde Lake. Each village association enforces covenants recorded in the county land records, and those covenants set standards for exterior changes. Sellers should find approvals for past exterior work, and buyers should read the covenants before planning changes.

Properties subject to the Columbia Association annual charge pay 68 cents for every $100 of half the state-assessed value, so ask about it when you compare Columbia homes with homes nearby. Howard County's General Plan 2000 designated planned new communities including Maple Lawn, Emerson, Waverly and Turf Valley. ZIP codes people search with include 21044 through 21046 for Columbia, 21042 and 21043 for Ellicott City, 21075 for Elkridge, 20759 for Fulton and 20794 for Jessup, which crosses into Anne Arundel County.

Buying

Buying in Howard County

If this will be your first home in Maryland, state law helps at settlement. The state transfer tax drops to 0.25%, and the seller pays it, along with the county recordation and transfer taxes unless the contract says otherwise (Real Property § 14-104). The Maryland Mortgage Program, run by the Maryland Department of Housing and Community Development, offers 30-year fixed-rate loans and down payment and closing-cost assistance through approved lenders, with income and purchase price limits.
